І.А. Чикаренко ПІДХІД ДО УПРАВЛІННЯ ІННОВАЦІЙНИМ РОЗВИТКОМ НА ОСНОВІ МОДЕЛІ ПОТРІЙНОЇ СПІРАЛІ
Визначено сутність поняття “інноваційна система”, обґрунтовано склад її компонентів та їх роль у забезпеченні інноваційного розвитку. Сформульовано необхідні та достатні умови забезпечення успішності інноваційного розвитку. Розкрито сутність поняття “потрійна спіраль”. Обґрунтовано підхід до управління інноваційним розвитком шляхом проекції моделі потрійної спіралі на інноваційну систему.

Определена сущность понятия “инновационная система”, обоснованы состав ее компонентов и их роль в обеспечении инновационного развития. Сформулированы необходимые и достаточные условия обеспечения успешности инновационного развития. Раскрыта сущность понятия “тройная спираль”. Обоснован подход к управлению инновационным развитием на основе проекции модели тройной спирали на инновационную систему.

The goal of this research is the theoretical-methodological basis of the approach to the innovative development management through the projection of the Triple Helix model on the innovative system. The essence of the notion “an innovative system” is described, the composition of its components and their role in the innovative development providing are substantiated. The relevant Ukrainian normative base is analysed. The system factors, necessary for the selection of the “kernel”, are researched; the key factors of the innovative development are determined. The relevant models are offered. The indispensable and sufficient conditions of providing the innovative development successfulness are formulated. The following ones belong to them: the developed innovative system, appropriate normative base, proper innovative culture, and organized interaction of institutions that belong to the innovative system, provide the transinstitution and synergetic effect, and are the subjects of the innovative development management. The essence of the notion “Triple Helix” is investigated. The model of the Triple Helix in the context of the triplex “university – power – business”, which was offered by Henry Etzkowitz and Loet Leydesdorff in the beginning of the XXI century, is described. Different interpretations of the theoretico-applied essence of the Triple Helix model of Henry Etzkowitz and Loet Leydesdorff are analyzed. The role and level of interaction of each of the institutions of the Triple Helix (university, power, business) in the innovative development providing are defined. “The embodiment” of the abovementioned institutions in the interaction on each stage of implementation of the innovative project and creation of the innovative product are analyzed. The function of the Triple Helix, which it has in the Triple Helix, is distinguished. The approach to the innovative development management through the projection of the Triple Helix model on the innovative system is proved, the appropriate model is formed.
