М.В. Манзя РОЗВИТОК МОТИВАЦІЙНОГО МЕХАНІЗМУ УЧАСТІ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ В МІСЦЕВОМУ САМОВРЯДУВАННІ УКРАЇНИ
Статтю присвячено дослідженню проблем залучення територіальних громад до участі в місцевому самоврядуванні України, окремим аспектам мотивування всіх представників територіальної громади щодо активної діяльності в місцевому самоврядуванні, налагодженню конструктивного діалогу між місцевою владою та громадою, а також аналізу взаємодії з територіальною громадою районної адміністрації Запорізької міської ради по Ленінському району зокрема, яка є складовою єдиної системи місцевого самоврядування у місті Запоріжжі.

Статья посвящена исследованию проблем привлечения территориальных общин к участию в местном самоуправлении Украины, отдельным аспектам мотивации всех представителей территориальной общины относительно их активной деятельности в местном самоуправлении, построению конструктивного диалога между местной властью и общиной, а также анализу взаимодействия с территориальной общиной районной администрации Запорожского городского совета по Ленинскому району в частности, которая является составной частью единой системы местного самоуправления в городе Запорожье.

The article investigates the challenges of attracting local communities to participate in local government in Ukraine, individual aspects of motivation of all the representatives of the territorial community regarding their active work in local government, constructive dialogue between local government and communities, as well as analysis of the interaction with the territorial community of the district administration Zaporizhzhya City Council Leninsky district particular, which is part of a unified system of local government in the city of Zaporozhye. Effective local self-government indicates the country as a country with a highly developed civil society, where the state exists for a person to meet their needs and interests. The Article 1 of Ukrainian Constitution captures the principle of recognition and security of local government. So essence of Ukrainian local self-government is State guaranteed right of communities to solve local importance problems within the limits of the Constitution and laws of Ukraine. Today in Ukraine interaction of territorial communities with local self-governments at the local level are not effective due to lack of proper information and feedback. To improve the efficiency of interaction between local authorities with civil society organizations and members of the community is to promote territorial stakeholders of territorial communities by bringing them to participate in decisionmaking by the City Council. It should cover the use of media as a result of local government, and the question submitted for consideration at the stage of their training. But it must be emphasized that the level of citizen participation in local governance is defined as the level of the individual, its internal state that determines whether passive readiness for change in their lives through active social activities and level of development.
