У статті запропоновано фінансово-економічний механізм державного управління стратегічним плануванням регіонального розвитку в Україні. Досліджено особливості його функціонування в сучасних умовах. Виокремлено проблеми, що негативно впливають на ефективність інструментів фінансово-економічного механізму. Визначено напрями модернізації системи державного управління стратегічним плануванням регіонального розвитку в Україні.

В статье предложен финансово-экономический механизм государственного управления стратегическим планированием регионального развития в Украине. Исследованы особенности его функционирования в современных условиях. Выделены проблемы, негативно влияющие на эффективность инструментов финансово-экономического механизма. Определены направления модернизации системы государственного управления стратегическим планированием регионального развития в Украине.

The article deals with the financial-economic mechanism of public administration of the strategic planning of regional development in Ukraine. The features of its functioning in current conditions are researched in it. The financial-economic mechanism of public administration of the strategic planning of regional development authors define as a set of tools based on certain principles, using appropriate methods and resources that achieve certain strategic goals. Among the instruments of financialeconomic mechanism of public administration of the strategic planning of regional development in Ukraine determined follows: funding priority directions of regional development in the framework of national projects; financing state target programs; investment through the State Regional Development Fund; support public-private partnership; facilitate the conclusion of agreements of regional development between the Government of Ukraine and regions; activation of direct public investment; reallocation of budget funds through interbudgetary transfers; creating conditions for the clustering of regional development; promote interregional cooperation ets. The problems which negatively affect the efficiency of instruments of the financial-economic mechanism are determined. Outlined that important task of public administration of the strategic planning of regional development at the present stage of development of Ukraine is to overcome the above problems that can and should be a powerful impulse for the modernization of the whole system of strategic planning in the context of efficient using of budget funds and improving the financial discipline. Because the transformational changes of public administration of the strategic planning of regional development is the key towards the welfare of the country and its regions in the long-term perspective in view to globalization and integration challenges of the XXI century.
